Add @effect/tsgo typecheck:tsgo pipeline and resolve its strict-rule findings: crypto.randomUUID -> Effect Crypto service across the orchestration decider, reactors, ws, auth, mcp and pixso stores; fix SkillScanner/SubagentScanner requirement leaks (provide FileSystem|Path in make) with new characterization tests; match t3 tsconfig for effect-acp (types:node) and the pixso plugin (vite/client + global* suppressions); rewrite pixso server tests onto HttpClient/Schema/Crypto. Green on typecheck, typecheck:tsgo, lint and test:fast (bin.test qwen-env baseline aside).
